Where insulation money gets wasted
Sequence, first. Insulation slows heat moving through a surface; it does nothing about air moving through a gap. Blowing insulation over unsealed top plates, can lights and plumbing penetrations buries the problem under the solution, and it is invisible the moment it is covered. Air sealing comes first, and it should be itemized separately so you can see you paid for it.
Spray foam, second. Foam is genuinely the right answer in a rim joist, a cathedral ceiling or an unvented roof assembly. On an open, accessible attic floor it does the same job as blown-in for several times the price. If a quote proposes foam across an open attic, get a second one.
Third, verification. Loose-fill is billed by the bag and delivered by depth, and the two only match if somebody checks. Depth markers left in place and a photograph of the finished depth cost nothing and are the only way to know what you got.
And in California there is a fourth: a great deal of attic work starts as rodent damage rather than as an energy upgrade. Replacing soiled insulation without closing the entry point buys about a year.
